SMCR: the new era of increased individual accountability

The FCA sees personal accountability as fundamental to the future of financial services. The Senior Managers, Certification and Conduct Regime (SMCR) represents a significant change to firms’ culture and conduct and the march towards implementation is well and truly on. In December 2017 the FCA issued a technical consultation on how the ‘conversion’ from the Approved Persons Regime to the SMCR will occur for non-bank financial services firms. It is expected that the FCA will publish its final rules for the SMCR during the summer of 2018. Implementation is proposed to be conducted in phases/stages for different sectors, starting from 2019.
