US guides LNG developer through FERC approval of US$20bn project

Global Business May 11, 2016

Our Washington, DC and Houston offices represent NextDecade LLC in the liquefied natural gas project developer's application for the US Federal Energy Regulatory Commission to approve construction, ownership and operation of a US$20 billion LNG export facility and an associated 137-mile-long open-access natural gas pipeline.

The proposed natural gas liquefaction and export facility project, named Rio Grande LNG, is to be constructed near Brownsville, Texas, and would possess the capability to produce 27 million metric tons of LNG annually. It would be one of the largest LNG export facilities in the world, and the project is expected to create as many as 6,000 construction jobs and 200 permanent jobs. The pipeline, to be developed by a NextDecade affiliate, Rio Bravo Pipeline Company, LLC, will link the LNG terminal with plentiful natural supplies through multiple pipeline connections in the vicinity of the Agua Dulce Natural Gas Hub. The pipeline alone is a substantial infrastructure project with a price tag of more than US$2 billion.

NextDecade hopes to make a final investment decision on the project and receive FERC approval in 2017 and commence commercial exports by the end of 2020.

The team, led by partner Erik J.A. Swenson (Washington, DC), includes senior associate Katherine Tapley (San Antonio) and associates Alisa Chunephisal (Washington, DC), Islara Irgit (Houston), Mariah Johnston (New York), Jessica Rodriguez (Houston) and Chen Zhang (Houston).
