As a senior associate in the Washington, D.C. office of Norton Rose Fulbright, Selina focuses on regulatory and litigation matters.

Selina assists her healthcare clients in responding to government investigations of Medicare and Medicaid billing matters, conducting internal investigations of compliance matters, analyzing data reported under the Open Payments / Sunshine Act, and preparing self-disclosures to resolve Stark Law, Anti-Kickback Statute, and other fraud-and-abuse matters. Her clients include hospitals, pharmaceutical and medical-device manufacturers, and national retail pharmacy chains.  

Selina currently serves as the Financial Officer of the DC Bar Health Law Section's Steering Committee, and has also served as Chair of the DC Bar Health Law Section's Programs Committee, and as the Co-Chair of the DC Bar Health Law Section's Steering Committee.  Before joining Norton Rose Fulbright, Selina clerked for the Honorable Rebecca Beach Smith in the United States District Court for the Eastern District of Virginia.

    At the College of William & Mary, Selina was inducted into Phi Beta Kappa.  Selina served on the articles board of the Journal of Social Policy and the Law at the University of Virginia School of Law.

  • Representative experience
    • Advises healthcare companies on compliance reviews related to the federal "Sunshine Act" data reported about interactions with physicians and hospitals 
    • Assists health companies, including hospitals and pharmacies, with compliance questions related to federal and state self-referral laws and anti-kickback acts
    • Represents hospitals and health systems in responding to government investigations and submissions of self-disclosures 
    • Assists health companies with due diligence on issues arising under the federal Stark Law and Anti-Kickback Act
    • Represents national retail pharmacies in investigating the effect of pharmacy discount programs on usual-and-customary pricing
    • Assists health companies with revising policies and procedures in response to emerging rules, laws, guidelines, and standards
    • Represents hospitals and health systems in administrative appeals related to reimbursement matters
    • Prepares voluntary disclosures of potential Stark Law violations using CMS's Self-Referral Disclosure Protocol and the OIG's Self-Disclosure Protocol
    • Represents national retail pharmacy chains in False Claims Act whistleblower lawsuits alleging overbilling of federal claims      
    • Represents national retail pharmacies in investigating the effect of pharmacy discount programs on usual-and-customary pricing
    • Assists health companies with revising policies and procedures in response to emerging rules, laws, guidelines, and standards
    • Represented a healthcare company in an internal investigation and regulatory disclosures related to misbranding of a medical device
    • Developed, in collaboration with the Polaris Project, the inaugural guide to aid federal prosecutors and lawyers in maximizing restitution for trafficking victims
