Vancouver advised Capital Regional District on the Residuals Treatment Facility Project for C$126.8m

Our Vancouver office advised the Capital Regional District in British Columbia (the “CRD”) on a project agreement with Hartland Resource Management General Partnership (“HRMG”) to design, build, finance, operate and maintain the $126.8 million Residuals Treatment Facility in Saanich, B.C. HRMG is a partnership of subsidiaries of Synagro Technologies, Inc., Bird Construction Inc. and Maple Reinders Group Ltd. (the “Consortium”). Construction services will be provided by Maple Reinders – Bird JV, a joint venture between Bird Design-Build Construction Inc. and Maple Reinders Constructors Ltd. and operations services will be provided by Synagro BC Operating Limited Partnership. Financing for the project was provided by way of short-term debt provided by ATB Financial (Alberta Treasury Branches) and long-term debt provided The Manufacturers Life Insurance Company. The Residuals Treatment Facility Project is comprised of a new biosolids processing facility. Residual solids from the new McLoughlin Point Wastewater Treatment Plant will be piped to the Residuals Treatment Facility at Hartland Landfill in Saanich, where they will be treated and turned into what are known as Class A biosolids. Class A biosolids can be used for several beneficial reuses, including as an alternative energy source.
