Vancouver advises Capital Regional District in the financial closing of Mcloughlin Point Wastewater Treatment Plant project

On March 14, 2017 the Capital Regional District (“CRD”) and Harbour Resource Partners reached financial close on the McLoughlin Point Wastewater Treatment Plant project. This project will be delivered using a Design Build Finance model. Harbour Resource Partners is a consortium led by Graham Infrastructure and AECOM Canada.  

McLoughlin Point is one of 3 main components to the CRD’s overall wastewater treatment project. An RFP for a Residuals Treatment Facility (a DBFO) was issued April 5, 2017 with financial close expected in early 2018. Collection and conveyance infrastructure (pump stations, forcemains, pipe systems, etc.)  are being procured using design-build and design-bid-build delivery methods. We are advising the CRD on all aspects of their wastewater project.
