Biography
CJ is a Senior Associate in the Banking and Finance, Projects team based in Cape Town.
CJ has extensive experience in infrastructure projects, and in particular the construction and operation of these projects. CJ’s experience includes general infrastructure developments as well as all technologies renewable energy projects under the South African Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), the Battery Energy Storage Independent Power Producer Procurement Programme (BESIPPPP), the Gas Independent Power Producer Procurement Programme (GASIPPPP), and the commercial and industrial (C&I) sector. His experience includes the drafting, reviewing and negotiation of the contracts on which these projects are predicated, such as behind-the-meter embedded generation and distributed generation Power Purchase Agreements, EPC Contracts, O&M Contracts, Early Works Agreements, Transformer Station and Connection Works Self-Build Agreements, Connection and Use-of-System Agreements, Equipment Supply Agreements, Balance-of-Plant Civils and Electrical Works Contracts, Performance Security Bonds, Health & Safety Delegation Agreements, and related contracts.
CJ’s experience also includes litigation, adjudication and arbitration (domestic and cross-border) in the construction, renewable energy, and commercial sectors.

- Assisting developers in the structuring, construction and operation of a 240MWAC Solar PV Power Generation Facility with Single-Axis Tracker developed under the South African Renewable Independent Power Producer Procurement Programme, with specific focus on negotiating and concluding the EPC and O&M contracts.
- Assisting sponsors and developers in the structuring, construction and operation of a the 319.2MWp Solar PV Plant developed under the South African Renewable Independent Power Producer Procurement Programme, with specific focus on negotiating and concluding the EPC, O&M, and Asset Management contracts.
- Assisting a Senior gold mining company in the procurement of behind-the-meter solar PV installations in aggregate of 300MW capacity, for the supply of electrical energy to its various mining operations, including the formulation of the template EPC and equipment supply contracts, assisting with the tender process for the appointment of preferred contractors and suppliers, and negotiating and concluding the final construction and equipment supply contracts.
- Assisting developers in the formulation, negotiation, and conclusion of the long term PPA for the sale to a Senior PGM mining company of all electrical energy produced by its proposed platinum mine 80MW behind-the-meter solar PV energy project, including the formulation, negotiation, and conclusion of the EPC and O&M contracts (ongoing).
- Assisting a Senior gold mining company in the formulation of a distributed generation template long-term PPA for the procurement of electrical energy from a distributed onshore wind generation project, requiring ‘wheeling’ arrangements.
- Assisting a Senior mining corporation in the formulation, negotiation, and conclusion of a portfolio of behind-the-meter embedded generation and distributed generation long-term PPA’s for offtake of electrical energy produced through multiple onshore wind and solar PV energy generation projects.
- Assisting sponsors in the formulation, negotiation, and conclusion of the Joint Development Agreement and the long term PPA for the offtake of all electrical energy produced by a 140MW wind energy project, requiring ‘wheeling’ arrangements.
- Assisting the team appointed by USAID Power Africa to support the East Africa Energy Programme in training, capacity-building, and skills/knowledge transfer to KETRACO with respect to its proposed development and expansion of the Kenyan transmission network through PPP procurement, assisting with risk analysis and formulating a detailed risk matrix, advising on best practice PPP structure and procurement, and advising on best practice for PPA, EPC, and O&M.
- Assisting the team appointed by USAID Power Africa in support of a 10MW hydropower project in Burundi, including the formulation and negotiation of the Early Works contract required for project site investigation and prior construction works evaluation, and the formulation and negotiation of the fully-termed EPC and O&M contracts.
