Biography

Harriet Amelia Wessel is an associate in Norton Rose Fulbright's Houston office. Her practice focuses on federal and state income tax matters, including domestic and cross-border mergers and acquisitions, federal and international tax planning, renewable energy investment transactions and energy tax credits. Harriet also has significant experience representing clients in all aspects of federal and state tax controversies. Most recently, Harriet has been advising clients on the impact of the Inflation Reduction Act of 2022.

  • Represented Eolian L.P., a portfolio company of Global Infrastructure Partners, in the first-of-its-kind tax equity financing of two standalone utility-scale battery storage projects in Mission, Texas.
  • Represent an individual taxpayer with multiple business interests before the United States Tax Court, obtaining reversal of assessments of tax, penalties and interest. 
  • Represent individual and business taxpayers at IRS appellate hearings in various stages of litigation.
  • Assist business taxpayers with sales and use tax, mixed beverage tax, and franchise tax audits, including managing the audit from initial contact through negotiating compromise and settlement with the Texas Comptroller. 
  • Advise businesses on interplay between ecommerce and state tax compliance. 
  • Assist taxpayers in navigating the Texas Comptroller's voluntary disclosure program and obtain related tax policy rulings.
