Terry Hughes practises primarily in the area of energy and resources, but also focuses on the regulatory area. He has over 30 years of experience in the energy project development, joint venture, marketing and regulatory fields.
Mr. Hughes has represented domestic and international clients in developing and operating many energy projects, including oil, NGL and natural gas pipelines; processing, refining and cogeneration facilities; offshore natural gas projects and an integrated oil sands mine, extraction plant and upgrader project. His activities in this area include the negotiation, development and interpretation of joint venture, construction ownership and operation, transportation, processing and product disposition agreements.
He also frequently appears as counsel before the National Energy Board. Mr. Hughes has represented the proponents of various NEB pipeline projects, including the proponents of the Mackenzie Gas Projects. His work encompasses both commercial and regulatory aspects of energy-related projects. These commercial activities include drafting of pipeline tariffs and long-term transportation and processing arrangements as well as joint venture co-ownership agreements.
His extensive energy marketing experience relates to purchase, sales, storage, transportation and export arrangements, representing producers, marketers, end-use consumers, pipelines, utilities and governments in both Canada and the United States. He has negotiated and prepared many long-term commodity sales arrangements. He has also participated in commodity pricing and processing fee arbitrations, both as counsel and as an arbitrator.
Mr. Hughes has been registered as a professional engineer in Alberta since 1978. He is a past president of the Canadian Energy Law Foundation.
