Biography

Luke is a Senior Associate based in our Bahrain office.

Luke Meehan is a projects and construction lawyer based in Bahrain. Luke advises on the development of power, water, transportation, and other infrastructure projects in Bahrain, Saudi Arabia and across the wider MENA region.

Luke has lived and worked in the region for over five years and has represented a diverse range of clients, including a bidding consortium on their proposals for the Dammam and Jeddah Airport 2 Independent Sewage Treatment Projects, the lenders to several greenfield and brownfield district cooling projects in Saudi Arabia, a global schools group partnering with a Saudi developer to build and finance a landmark new campus, the lenders in connection with a bid for the Taweelah IWP in Abu Dhabi and a bidding consortium in connection with the Bahrain LNG Import Terminal.

Before relocating to the Middle East, Luke worked at a prestigious commercial law firm in New Zealand specialising in banking and finance where he advised local and international lenders and borrowers on a wide variety of transactions, including the Secure Future consortium in connection with its successful bid for the design, construction, finance, and operation of the Wiri Prison (the first major PPP in New Zealand).

  • Saudi Arabian Independent Sewage Treatment Projects - Advised a bidding consortium on all aspects of its bids for the design, construction, finance, and operation of the Dammam ISTP and the Jeddah Airport 2 ISTP.
  • Jabal Omar District Cooling System Project – Advised the lenders on the financing of an expansion of a district cooling project in Mecca, Saudi Arabia.
  • Taweelah RO IWP - Advising lenders in relation to the development of the Taweelah IWP with a net potable water capacity of 200MIGD with associated infrastructure and facilities.
  • Workers Accommodation and Industrial Facilities – Advising a bidding consortium on its bid for design, construction, finance and facilities management of two separate workers accommodation facilities and an industrial warehousing complex. 
  • District Cooling Projects – Advising the lender in connection with the refinancing of an existing district cooling project and the financing for a separate greenfield district cooling project, both in Dhahran, Saudi Arabia.
  • SPREF Kawar/Orange Solar PV Project - Advising EBRD and other lenders in respect of the project agreements for a 33MW PV solar project in Jordan developed under the wheeling regulations.
  • Umm Al Hayman Wastewater Treatment Plant PPP, Kuwait - Advising the Government of Kuwait in relation to the construction and operation of a wastewater treatment plant on a PPP basis.
  • Bahrain LNG Import Terminal - Represented a consortium of international bidders in connection with the preparation and submission of a bid for the design, construction, finance, and operation of the Bahrain LNG Import Terminal.
  • Industrial Plant in Yanbu, Saudi Arabia - Advised a major Saudi trading group on its contractual arrangements with an international energy company for the development and financing of an industrial plant to be constructed in Yanbu, Saudi Arabia.
  • Joint venture to produce marine engines - Advised a Saudi-based investment company on its direct investment in a major international joint venture to produce marine engines and pumps in Saudi Arabia.
  • Greenfield hospital development in Riyadh - Advised a Saudi government affiliated hospital on its potential acquisition of a significant equity stake in a greenfield hospital development in Riyadh.
  • Development of a co-educational campus in Saudi Arabia - Advised a global schools group on all aspects of its strategic partnership with a Saudi developer to finance, construct and lease a landmark new co-educational campus in Saudi Arabia.
  • Chemical feedstock supply agreements - Advised a major Saudi chemicals company on its contracts for the supply of feedstock to various tenants of a manufacturing park located adjacent to the client's production facilities, and negotiation of the contracts with individual customers.
  • Housing, retail, and hospitality developments in Bahrain – Advising a major Bahraini real estate development company on a number of high-value strategic partnership arrangements for housing, retail, and hospitality developments.
  • Wiri Prison PPP - Represented the Secure Future consortium in connection with its successful bid for the design, construction, finance, and operation of the Wiri Prison, the first major PPP in New Zealand.
  • NZX Listed Property Trust financing - Represented an NZX listed property trust on all aspects of its financing including undertaking a full refinance of the trust's $600 million bank debt facilities.
