Cecilia Dyba joined the Los Angeles office in 2008 as senior counsel. She works with the business group. She has more than two decades of experience acting as bond counsel, underwriters' counsel and disclosure counsel on a variety of municipal securities issues. Cecilia's practice emphasizes revenue-based electric, water and wastewater utility financings and disclosure matters. She has been involved in transaction structuring and negotiation and document preparation on financings for many of the public power issuers throughout the State of California, as well as numerous water and wastewater agencies, including joint powers agencies, special districts and city utilities. She has significant experience with the full range of financing instruments and derivative products, including commercial paper, variable rate debt, indexed floating rate notes and interest rate swaps. In December 2010, one of the renewable energy projects Cecilia and others worked on was selected as the "Deal of the Year" by The Bond Buyer
