Biography

Rick Weber practices in the area of public finance, acting as bond counsel, underwriter's counsel, disclosure counsel and borrower's or credit enhancer's counsel. He has considerable experience with non-profit health care, industrial development, electric utility, prepaid natural gas, and transit financings; multi-modal bonds, interest rate and commodities derivatives, and other advanced financial products; and the regulation of participants in the municipal securities markets, including underwriters and municipal advisors, and primary and continuing disclosure issues.

Mr. Weber's representative transactions include:

  • Representation of large municipal utility in negotiating a power off-take agreement for a $2 billion combined power and fertilizer plant using clean coal technology
  • More than $5 billion of structured financings of natural gas reserves and prepaid natural gas supply contracts to supply municipal gas and electric utilities, including attendant gas exchange, balancing, transportation, and commodity hedge contracts
  • Numerous tax-exempt financings of non-profit health care facilities, including obligated group master indentures, restructurings resulting from mergers and acquisitions, and various products for achieving short-term interest rates with limited liquidity risk
  • Representation of underwriters and issuers in responding to the SEC's MCDC initiative and establishing disclosure policies and procedures
  • Bernard P. Friel Medal for distinguished service in public finance, NABL, 2014
