Cara Dowling provides strategic support to the firm's global dispute resolution and international arbitration practices. Cara's focus is on global, cross-border disputes. In addition to international commercial arbitration and investor-state arbitration, Cara has particular expertise in global climate change and sustainability risks, including global disputes risks arising out of climate change and sustainability issues as well as international reporting frameworks

Cara brings to her role a uniquely global perspective having have worked for leading global law firms in the United Kingdom, Australia and North America. Her client and stakeholder base encompasses Asia-Pacific, Europe, the Americas, the Middle East, and Africa. Cara is dual qualified as a solicitor in England and Wales and Australia (South Australia and New South Wales). She is licensed to practice foreign law by the Law Society of British Columbia, Canada.

Cara has significant experience in international arbitration, commercial litigation and alternative dispute resolution (ADR), having advised on a large number of multi-jurisdictional, high-value claims in the English High Court and Court of Appeal, as well as leading international arbitration institutions. Her experience spans multiple sectors and industries, including energy, mining and resources, infrastructure, banking and finance, construction, technology, telecommunications, hotel and leisure. Cara first qualified in Australia as a barrister and solicitor, and practiced environmental law (advisory and litigation) in Australia before relocating to Germany to undertake a Masters in Comparative Law (international environmental law, public international law and diplomatic law). Cara then moved to London, UK, where she requalified as an English solicitor and solicitor-advocate (Higher Courts, civil proceedings) and spent 10 years working as a dispute resolution lawyer in the London office of a US law firm. Since joining Norton Rose Fulbright, Cara has advised on complex and strategic issues of dispute resolution and international arbitration practice and law, first in Norton Rose Fulbright's knowledge group in London, UK, before transferring to the Vancouver office where as director, global disputes she now has a strategic support role with our global dispute resolution and climate change practices. 

Cara is a regular author and speaker on issues of global dispute resolution, international arbitration, and climate change and sustainability risk. She is the editor of Norton Rose Fulbright's International Arbitration Report, International Arbitration video series, and Global Climate Change & Sustainability Disputes guide. 

Cara is a member of the London Court of International Arbitration (LCIA), International Chamber of Commerce (ICC), CPR Institute for Dispute Resolution (CPR), the CPR Institute's Digital Transformation Committee, and International Legal Technology Association (ILTA).
