Norton Rose Fulbright adviseert bouwconsortium bij PPS Sluis Eefde

Wereldwijd advocatenkantoor Norton Rose Fulbright heeft het bouwconsortium Lock to Twente geadviseerd bij de contractuele en financiële aspecten van de DBFM-overeenkomst voor het Sluis Eefde Project. Op 9 februari is overeenstemming bereikt over de projectfinanciering.

Deze overeenstemming was de laatste stap in het aanbestedingsproces. In december 2016 werd door Rijkswaterstaat en Lock to Twente het DBFM-contract getekend voor de renovatie en uitbreiding van de sluis Eefde in het Twentekanaal. Het project heeft tot doel om de capaciteit van sluis Eefde te vergroten. Daartoe wordt de huidige sluis gerenoveerd en een tweede nieuwe sluis aangelegd.

Het consortium Lock to Twente, (indirect) bestaande uit PMF Infrastructure Fund en TBI Holdings, zal het project uitvoeren in de vorm van een DBFM-overeenkomst (Design, Build, Finance and Maintain). Dit houdt in dat Lock to Twente niet alleen verantwoordelijk is voor het ontwerp, de renovatie en de uitbreiding van het project, maar ook voor de financiering en het onderhoud. Voor de uitvoering zullen tevens TBI–ondernemingen Croonwolter&dros en Mobilis worden ingeschakeld. Naar verwachting start de daadwerkelijke bouw van de tweede kolk in 2018. Medio 2020 varen de eerste schepen door de nieuwe sluis.

Het Norton Rose Fulbright projects team, geleid door Daphne Broerse en Wouter Hertzberger, en ondersteund door Ania Gorna, Annemarie Creutzberg en Joep Duinker hebben Lock to Twente onder meer geadviseerd over de DBFM overeenkomst, de contracten met de onderaannemers en de financiering van het project.
