Quin Gilbert

Biography

Quin Gilbert is a business lawyer based in Ottawa. His corporate-commercial practice has an emphasis on project development in the infrastructure, energy, commercial, healthcare and industrial property sectors.

Quin advises both public sector entities and suppliers regarding project structuring, financing and procurement. He has experience in public-private partnerships; tendering and RFP documentation and processes; engineering, procurement and construction (EPC); progressive models of contracting, including integrated project delivery (IPD); construction management and design-build agreements; subcontracts and supply agreements; and service agreements.

Prior to joining us, Quin acted as in-house counsel for one of Canada's largest general contractors.

Quin has acted in the following matters:

  • Confidential Project (IPD) - Represented the owner in the development, negotiation, and execution of an integrated project delivery (IPD) contract among the owner, consultant and contractor for the delivery of a new building.
  • Montreal Saint-Hubert Longueuil Airport (YHU) Fuel Farm (cost plus) - Represented YHU Infrastructure Partners (Quebec) LP (as owner), a limited partnership jointly owned by Porter Aviation Holdings Inc. and Macquarie Asset Management, in the negotiation and execution of a contract for developing a fuel farm at the YHU Airport.
  • Children’s Treatment Centre of Chatham-Kent (DB) – Advising the Children’s Treatment Centre of Chatham-Kent in the development of its new treatment centre.
  • 875 Heron Road Rehabilitation Project (DBFM) – As in-house counsel, advised a bidder, a member of a consortium, on the RFQ and RFP processes and documentation, structuring of the consortium, negotiating agreements with major designers and subcontractors, and arranging financing.
  • 1Door4Care: CHEO Integrated Treatment Centre (DBF) – As in-house counsel, advised a bidder, on the RFQ and RFP processes and documentation, structuring of the proponent team, negotiating agreements with major designers and subcontractors, and arranging financing.
  • Surrey Langley SkyTrain Projects (Guideway Project (DBF) and Stations Project (DB)) – As in-house counsel, advised a bidder, a member of two consortia, on the RFQ and RFP processes and documentation, structuring of the consortia, negotiating agreements with major designers and subcontractors, and arranging financing.
  • Daniel J. MacDonald Building (build-only) – Acted as in-house counsel for a bidder, successfully negotiated the agreement with PSPC and Veterans Affairs Canada for modernizing the Daniel J. MacDonald Building in Prince Edward Island. 
  • Confidential Federal P3 Project (DBFM) – As in-house counsel, advised a bidder on the RFQ and RFP processes and documentation, structuring of the consortium, negotiating agreements with major designers and subcontractors, and arranging financing.
  • Cape Breton Regional Hospital Redevelopment (CM) – Acted as counsel for a member of a joint venture during the re-negotiation of a construction management agreement that expanded the scope of work to add two healthcare buildings. 
  • Infrastructure Ontario Procurement Document Update – Acted as counsel to Infrastructure Ontario to update its internal procurement documents (requests for expressions of interest, requests for qualification, requests for proposals).
