Biography

Simon is global head of financial services knowledge and is based in London. He has a degree in law and a master's degree in business law. Simon focuses on financial services and markets regulation and is responsible for financial services knowledge globally and manages a team of financial services knowledge professionals within the London office.

Before joining the practice in January 2006, Simon worked for several years in the funds and financial services team of another city practice. During his time there he acted on the MBO of a London listed Guernsey property fund which was the first ever takeover of a Guernsey listed company.

Simon has designed regulatory change training programmes for internal and external stakeholders including the Financial Conduct Authority when it assumed responsibility for consumer credit regulation from the Office of Fair Trading. Simon has also advised a range of clients, including financial institutions and corporates, in relation to compliance with FCA and PRA requirements as well as the implementation of financial services legislation such as MiFID II, EMIR, BRRD, CRD IV, CRR and the AIFMD.   

Simon has created a number of online knowledge products including the global Regulation Tomorrow blog which tracks regulatory developments in eleven jurisdictions including the United Kingdom and the United States and receives on average 45,000 hits per month. Simon also developed the Regulation Tomorrow podcasts that supplement the blog. He has also contributed to numerous online products including global comparative studies on open banking and senior management responsibility, the Brexit Pathfinder tool and the IFPR implementation tool.

Simon is widely published in the financial services field. Such publications include:

  • Butterworth's Journal of International Business and Financial Law - Since 2008 he has authored the financial regulation update.
  • A Practitioner's Guide to Individual Conduct and Accountability (Sweet & Maxwell) - Consultant editor and author of the chapters on non-executive directors and overseas branches.
  • A Practitioners Guide to MiFID II (Sweet & Maxwell) – Consultant editor and author of the chapter on third country firms.
  • Brexit and Financial Regulation (Oxford University Press) - Consultant editor and author on the chapter dealing with the withdrawal agreement.
  • Financial Services Law (Fourth edition) edited by George Walker, Robert Purves and Michael Blair KC (Oxford University Press) - Author of the individual accountability chapter and co-author of the money laundering chapter.

He also co-authored the UK chapter in GLI's Blockchain & Cryptocurrency Regulation 2019 (first edition) and previous editions on banking regulation.

In 2018, Simon authored the chapter on bank recovery and resolution laws in Africa which appeared in the European Investment Bank report, Banking in Africa: Delivering on Financial Inclusion, Support and Financial Stability.

The client briefing note that Simon produced during Brexit which covered contingency measures that the EU27 Member States were implementing for a no-deal Brexit was cited in a House of Commons library paper.

He has written numerous articles for a wide range of publications including PLC and Thomson Reuters and has authored various Compliance Officer Bulletins. For a period of time Simon also had a regulatory column in the FT's Financial Adviser magazine.
