Biography

Shaheer is an energy, infrastructure and natural resources projects lawyer based in London.

Shaheer focuses on the project development aspects of energy, infrastructure and natural resources projects in emerging markets, including the Middle East and Central Asia. His practice encompasses renewable and thermal power, battery storage, hydrogen, oil & gas, petrochemical, mining and infrastructure projects.

He has extensive international experience having worked in developed as well as developing and emerging markets (including London, Dubai, Abu Dhabi, Ras Al Khaimah, Kabul, Makkah and Frankfurt). Shaheer has represented clients on projects and transactions in Europe, the Middle East, Asia and Africa.

He was previously a legal advisor to the Ministry of Commerce & Industry of Afghanistan and has undertaken secondments as legal counsel at the Investment & Development Office of the Government of Ras Al Khaimah in the UAE and Rabigh Refining and Petrochemical Company in Saudi Arabia.

·     900 MW CCGT Project, Uzbekistan – Representing Middle East sponsors on the privatisation of a 900 MW gas-fired power plant and the development of a second CCGT plant at Talimarjan, Uzbekistan. The project was first of its kind in Uzbekistan.

·     240MW Solar PV Project, Azerbaijan – Representing the sponsors on the development of a 240MW Solar PV Project in Azerbaijan.

·     300MW BESS Project, Uzbekistan – Representing a major UAE-based developer on a 300MW stand-alone battery storage project in Uzbekistan.

·     210 MW Baghdara and 180 MW Surobi II Hydropower Projects, Afghanistan – Representing the Government of Afghanistan on the structuring and tendering of the 210 MW Baghdara and 180 MW Surobi II Hydropower PPP Projects in Afghanistan.
