Biography
Stephen Kavanagh is a corporate and commercial lawyer based in Ottawa. His practice focuses on project finance, corporate finance, public-private partnerships, and general corporate and commercial matters.
Stephen works with clients in a variety of sectors, including mining, renewable energy, technology, and transit infrastructure, both across Canada and internationally. He has represented lenders and borrowers in a number of contexts, including major project financings, refinancings, development financings and acquisition financings. He also has experience working with both small and institutional clients in connection with provincial and federal public procurements.
Stephen joined the Ottawa office as a summer student in 2021 and as an articling student in 2022.

Stephen has recently acted on the following matters:
- El Espino, Coquimbo Region of Chile – advising lenders in connection with a US$375 million senior credit facility and US$140 million cost overrun facility for the development of the El Espino open pit copper mine project in Chile
- Bloom Lake, Quebec, Newfoundland & Labrador – advising the lending syndicate in connection with the US$400 million credit facility provided for Champion Iron's Bloom Lake iron ore mine in Quebec and Newfoundland & Labrador
- Advising the lender in connection with a US$95 million development financing for a wind energy and green hydrogen project in Canada
- Fruta Del Norte, Ecuador – advising Lundin Gold Inc. in connection with the credit facility for the Fruta del Norte gold mine project in Ecuador
- Acting for the lender in connection with the financing of a Canadian iron mine in northern Canada
- Advising the lender in connection with a US$125 million development financing for a wind energy and green ammonia project in Canada
- Advising Canadian companies in connection with the restructuring of credit facilities
- Advising a major global technology company in connection with various federal and provincial procurement matters
