Biography

Richard Morrison is a commercial lawyer in the government team and is based in Canberra. Richard has over 25 years of major projects experience, and has a deep understanding of the Government's accountability framework, and how matters - whether new initiatives or in-flight "projects of concern" - can and should be handled in a sound and defensible manner.

Richard's "front end" skills and experience relate to project structuring and design matters, procurement and contracting strategies, contracting models and terms, drafting and negotiating. In the area of problems and disputes, Richard's skills and experience span claims by and against the Government in relation to issues of time (eg, schedule delays, liquidated damages, prevention/postponement), quality (eg, defects, warranties, loss of use), cost (eg, variations, at-risk amounts, applying KPIs) and performance more generally (eg, termination, repudiation, de-scoping rights).

Richard is listed in a variety of publications that rank lawyers. Chambers (2019) states: "Richard Morrison is acknowledged for his "high-profile work" across the procurement, tendering and contractual spectrum and offers particularly well-honed expertise in the ICT sphere. A client characterises him as a "fantastic strategist with deep technical legal skills, amazing negotiation skills and a great ability to cut through ambiguity.""
