Los contratos de concesión viales de cuarta generación (Proyectos 4G) y los proyectos de iniciativa privada representan todo un reto para los sectores público y privado en cuanto a la gestión de riesgos. Al respecto, es fundamental encontrar un punto de equilibrio entre la tendencia a asignar la mayor cantidad de riesgos posibles al concesionario, bajo un marco institucional que apunta a evitar y controlar los factores de riesgo que usualmente producen sobrecostos y plazos más largos en los proyectos, y la estructuración de un esquema que resulte aceptable para los constructores y los financiadores en términos de costos de financiación y capacidad de repago de la deuda.
