Biography

Drew Moore is an associate in Norton Rose Fulbright's Dallas office and a member of the firm's public finance group. His practice focuses on public finance and healthcare finance, including tax-exempt and taxable financings, and related securities and tax matters.

Prior to joining the firm, Drew was a public finance associate for a national law firm in its Jacksonville, Florida office and served as lead associate on various finance transactions involving hospitals and other healthcare facilities, senior living communities, charter schools, colleges and universities and other 501(c)(3) organizations in the roles of bond counsel, underwriter's counsel, borrower's counsel and trustee's counsel.

During law school, Drew was a summer associate with his prior firm providing support in the business law practice, specifically public finance and real estate. He also was a legal intern for the Office of the State Attorney for the Eighth Judicial Circuit in Gainesville, Florida and the Office of the State Attorney for the Second Judicial Circuit in Tallahassee, Florida.

Prior to law school, Drew worked in county government for ten years, including five years as a special victims detective with a sheriff's office in Florida.

  • Counsel to the underwriting firms for the more than $250 million refunding bond issue by the City of Jacksonville, Florida for a large health system
  • Counsel to an operator of stand-alone proton therapy treatment centers in connection with the formation of a new nonprofit entity to develop, construct and operate a new center and the related project financing
  • Counsel to an underwriting firm in connection with the $165 million public tax-exempt financing transaction for the acquisition by a nonprofit of multiple senior living facilities in Florida, Tennessee and Ohio which were previously owned and operated by a for-profit entity
  • Bond counsel and special counsel to one of the largest blood banks in the country in connection with amending a financing agreement and the modification, tender and transfer of the related debt instrument to a successor lender
  • Counsel to a nonprofit senior living community in connection with its expansion construction project and the related project financing

Drew is a member of the Florida Bar and the National Association of Bond Lawyers. He is actively involved in his local community and has served as an attorney ad litem representing at-risk children within the state dependency system.
