Felicity Rourke is an environment and planning lawyer based in Sydney, and is recognised by Chambers Asia-Pacific, Doyle’s Guide and Legal 500 Asia-pacific as preeminent in her field in Australia.

Felicity’s experience includes appearing in the Land & Environment Court on planning appeals, legal challenges to approvals and land acquisition compensation claims; as well as representing clients threatened with environmental prosecution. She also provides strategic advice on projects, and in doing so works closely with multidisciplinary teams including architects, urban planners, traffic engineers, heritage experts and other technical advisers.

She advises on complex projects across a range of industry sectors including retail, residential and retirement developments, mining and infrastructure.

She has extensive experience in drafting and negotiating voluntary planning agreements for the provision of complex public domain works and community facilities, at both State and local government levels.

Felicity regularly advises clients on contaminated land issues, and more generally in relation to land contamination in the context of property and corporate acquisitions and disposals.  More broadly Felicity advises on energy efficiency policy and regulation in Australia.
