Biography

Penny Cygan-Jones is a projects lawyer based in London. She focuses exclusively on the energy and infrastructure sector.

Penny has seventeen years of experience advising on transactions across the energy space and more recently has been focusing on matters relating to hydrogen, carbon capture and storage, and the EU and UK ETS.

Penny has in depth knowledge of both UK and EU regulatory frameworks addressing the energy transition. She has most recently advised a number of IOCs, banks and North Sea energy companies on the regulatory framework for hydrogen and CCUS projects in the UK, and is currently advising a client on its application under the first UK hydrogen allocation round.

Penny works alongside our environment team to advise on international decarbonisation obligations and provides regular advice on ESG aspects of English energy law. She regularly drafts advice for energy, corporate and banking clients on both general and energy-focussed aspects of English law and helps to build capacity within the team in relation to new technologies and business models, as our representative on the hydrogen and CCS working groups within RUK and OeUK.
