Biography

Rebecca Trampe-Berger is a lawyer in our Düsseldorf office. Since 2013, she has advised national and international clients on all regulatory challenges in the areas of energy and telecommunications law.

Her focus in energy law is on regulatory advice on the transformation of the energy sector towards climate neutrality as well as in relation to grid access issues and the structuring of grid fees for energy suppliers. She is frequently involved in M&A transactions and projects in the energy sector for project developers, investors and energy suppliers.  Rebecca represents clients in administrative, abuse and energy law complaint and appeal proceedings before the competent courts.

Her second focus is on telecommunications law, in particular on digital infrastructure projects. Rebecca advises on fiber optic, 5G and data center expansion projects, both with and without subsidy background. She provides support from construction to commissioning in contract drafting and negotiations with local authorities, telecommunications white label pre-service providers, TV signal suppliers, the housing industry and end customers. She also deals with interface issues between the energy and telecommunications sectors, such as smart cities, smart grids, smart metering and IT security issues for critical infrastructures. Her clients include investors, network operators, service providers and energy supply companies as well as local authorities and municipal utilities.

  • China Southern Power Grid International (HK) Co., Ltd. on the acquisition of a stake in Encevo S.A., a leading utility company in Luxembourg*

  • Gas and electricity grid operators on the regulatory structure of their grid fees*

 

Telecoms:

Advising

  • Telefónica Germany GmbH & Co. OHG for the shared use of its mobile network by 1&1 Drillisch (national roaming contract)*
  • Telefónica Germany GmbH & Co. OHG in the establishment of a joint venture by the Telefónica Group and Allianz. The joint venture is to build fiber optic networks primarily in rural and suburban areas. The plan is to supply 2.2 million households in previously underserved areas with fiber optics and to invest up to EUR 5 billion in the expansion*
  • Numerous cities and municipalities on telecommunications, state aid and public procurement law aspects of subsidy procedures for the development of white or gray areas (“weiße und graue Flecken”) in broadband coverage and the introduction of FTTH triple-play connections, and assisting in contract drafting and negotiations with telecommunications white-label pre-service providers, TV signal suppliers, the housing industry and end customers*
  • A leading e-commerce platform operator in relation to inquiries from the Federal Network Agency regarding compliance with frequency usage requirements; conformity in accordance with EMVG (law on electromagnetic compatibility of equipment) and FuAG (law on conformity of radio equipment) of the products offered on the platform and possible liability as a platform operator*
  • A US software developer regarding compliance with IT security requirements of 5G network components (Open RAN technology) and conducting contract negotiations with a supplier of a 5G network operator in Germany*
  • A Japanese car manufacturer on the e-Call obligation and the corresponding use of e-SIM cards*
