After spending several years as a prosecutor dealing with criminal matters, Paul developed a general corporate and commercial focus while working in New Zealand at an international law firm. He then took a role with a major firm in the Middle East where in addition to a general corporate practice he developed a particular focus on Foreign Direct Investment. 
Paul Lockyer joined the Riyadh office in 2010. His practice primarily focuses on corporate and commercial matters, and has become an integral part of the Riyadh practice.

 Paul's experience includes:

  • Advising an international ports operator on an acquisition of shares in a local port operating company (including conducting due diligence on the target and drafting of Share Sale Agreement and Shareholders' Agreement)
  • Advising major international healthcare devices manufacturer in relation to a joint venture with a Saudi Arabian partner in Saudi Arabia and currently engaged in incorporation of a trading LLC in order to import and trade in Saudi Arabia
  • Advising a major international oil and gas company in relation to the acquisition of a company specializing in the manufacture, sale and installation and servicing of submersible oil pumps
  • Acting as local advisor for a joint venture between a Saudi and Australian mining company, advising on mining and environmental regulations in Saudi Arabia and producing a legislative assessment to support the feasibility study
  • Advising a major international pharmaceutical company regarding a joint venture with a Saudi Arabian local partner to carry out a project with a government ministry
  • Advising a multinational transport company regarding employment matters for a railway project in Saudi Arabia
  • Vendor due diligence for Middle Eastern investment company worth in excess of US$ 350 million
  • Advising an international steel company on sale of shares in a Free Zone Establishment and separate joint venture on-shore in Dubai
  • Advising on restructuring and liquidation of free-zone and onshore companies in Dubai
  • Advising an international plaster board manufacturer on all aspects of setting up manufacturing operation in the UAE
  • Advising on two Saudi Arabian joint ventures (activities related to trading, and the provision of marine support vessels for use in the oil and gas industry)
  • Advising on the separation of a dual listed insurance company, including working full time with the client to assist the process
  • Advise on the acquisition of forestry assets worth US$ 900 million
