Dr. Felix Dinger is a regulatory lawyer based in Hamburg. Felix focuses on renewable energy and health care, and also works on administrative law matters in other areas.
Felix advises clients on the German remuneration system for renewable energies, grid-related issues and all permitting issues. He is involved in numerous transactions dealing with the acquisition of on- and offshore wind energy, as well as solar energy and geothermal energy projects. As part of his transaction work, Felix regularly drafts, advises and negotiates SPA agreements, wind turbine/photovoltaic plant delivery and construction contracts, as well as operation and maintenance agreements.
In the health care sector, Felix advises clients on regulatory issues, e.g. pharmaceutical law (including pricing), and advertising for pharmaceuticals. In addition, he advises health care clients on more general and administrative issues, e.g. water law, waste law and permitting issues.
Felix has also broad experience of German administrative law. In public building law, his experience extends from spatial planning law and zoning law, to construction law, the protection of historical sites and construction licenses. A focal point of Felix’s work in public building law is the construction and expansion of retail businesses.
With regards to environmental law, Felix focuses on issues such as waste, water, emission control, and nature protection. He advises on various matters for subsidies, public duties (with the exception of taxes) and administrative procedures.
Felix studied law at the University of Passau, the University of East Anglia in Norwich, UK, and the University of Bonn.
He also obtained his Master's of Advanced European Studies (MAES) at the University of Basel, Switzerland, earned his doctoral degree from the University of Kiel and was admitted as a lawyer in 2004.
He regularly provides renewable energy commentary and content for publications.
Felix is a native German speaker and fluent in English.
