Public-Private Partnerships (PPP)

Norton Rose Fulbright has one of the most successful public-private partnership (“PPP”) practices in the world having closed more than 100 PPP projects globally. We have been, and continue to be, at the heart of some of the largest and most complex PPP deals worldwide.

In the United States, Norton Rose Fulbright has long played an important role in the delivery of critical public infrastructure as well as private projects eligible for tax-exempt financing. We have been a pioneer in use of PPPs as a project delivery method in the US.

Norton Rose Fulbright served as counsel on some of the earliest PPPs in the US and continues to advise clients on a wide variety of PPP projects. Our cross-discipline team has extensive experience in the following areas:

  • roads
  • passenger rail and mass transit
  • airports
  • ports and marine terminals
  • water and wastewater
  • courthouses and correctional facilities
  • primary and higher education
  • hospital and healthcare facilities
  • public housing
  • electric generation and transmission systems
  • gas transmission and distribution systems

Our clients represent a cross-section of project sponsors and developers, lenders, investors, operators, and governments.  They rely on us for our breadth and depth of expertise and our innovative thinking. We have a reputation for completing complicated infrastructure projects within demanding timeframes and we have an excellent reputation for success because we understand our clients’ businesses and the industries within which they work.  This understanding and our commitment to deliver the highest standard of service to our clients led to the Financial Times recognizing our work on the Long Beach Court Building Project, the first social infrastructure PPP in the US, as “highly commended” in its 2011 US Innovative Lawyers report. The Financial Times noted that Norton Rose Fulbright guided its client with “a deep understanding of commercial theory, public policy and county, state and federal law.”
