Amsterdam advises on €275 million accommodation for National Institute for Public Health and Environment

Our Amsterdam office has advised the lenders of a bidding consortium on the tendering of the Design, Build, Finance, Maintain and Operate (DBFMO) agreement for the design, construction, finance, maintenance and operation of a new accommodation project that will be used by the National Institute for Public Health and Environment and the Agency of the Medicines Evaluation Board.

The €275 million project concerns the construction of new office buildings at a location near the University of Utrecht, and the construction of several nuclear and biochemical laboratories.

We advised the lenders on all legal aspects of the tender procedure, the financing arrangements and the project documents. We also advised the lenders on the negotiation of the DBFMO Agreement and the conclusion of the relevant subcontracts. Our advice included the detailed review of liability issues and permitting issues related to the operation of nuclear and biochemical laboratories.
