Biography

Hal Burroughs is a Senior Counsel in the firm's St. Louis office. His practice focuses on a wide variety of complex financing transactions, including syndicated loans, asset-based financings, acquisition financings and other corporate lending transactions, as well as workouts and other restructurings.  Hal has considerable experience representing debtors and creditors in debtor-in-possession financings.  Hal has worked on behalf of lenders and borrowers, representing commercial banks and other financial institutions, such as lenders and corporate entities from a range of industry sectors.

As counsel for agents and lenders as well as borrowers and other loan parties, Hal is actively involved in all aspects of deal structuring and execution, including drafting and negotiating legal documentation. He advises clients on first lien and second lien loan transactions, as well as subordinated financings. Hal has extensive experience working on syndicated and bilateral financing transactions for industrial and agricultural borrowers, as well as commodities trading operations and telecommunications companies. The companies have ranged from seasoned businesses to start-up ventures and have involved a broad range of asset and collateral issues.

When leading financing transactions, Hal works with lawyers in various practice groups within the firm, both in the St. Louis and other offices to bring suitable expertise to bear on the issues at hand. He also coordinates with local counsel as necessary in connection with domestic and cross-border financings.

Prior to joining Norton Rose Fulbright, Hal was with another international law firm for 33 years, primarily as a partner in the in the finance transactions group in the firm’s St. Louis office. Prior to law school, Hal was an assistant vice president in the media sector of a major bank based in New York City.  In that role, Hal worked on managing all aspects of the bank’s relationship with its corporate borrowers in the media industry, including structuring and executing loan transactions and other financial services for television and radio broadcasters, movie studios, cable television companies, book, magazine and newspaper publishers, outdoor advertising companies and other advertising-supported businesses.
