Biography
Jeff J. Wurzburg is a trusted advisor to health care providers on a wide range of complex regulatory, compliance, reimbursement, managed care, and policy matters. A former attorney with the US Department of Health and Human Services Office of the General Counsel in Washington DC, he has extensive experience in Medicare, Medicaid and the Affordable Care Act.
Jeff counsels clients on federal program reimbursement, fraud and abuse laws, compliance strategies and government investigations, while guiding them through evolving health care legislation, rulemaking and enforcement trends. His clients rely on his advice for coverage and reimbursement disputes, managed care contracting, surprise billing investigations, the Medicare Advantage program, the 340B program, the Health Insurance Portability and Accountability Act (HIPAA), and maintaining operational compliance with the sophisticated and ever changing federal and state health care regulatory structure.
Previously, Jeff advised the Centers for Medicare & Medicaid Services and the Center for Medicare and Medicaid Innovation on ACA regulations, litigation and the development of innovative payment and service delivery models. This government experience uniquely positions him to provide sophisticated counsel on implementation, compliance and strategic opportunities relating to unique regulatory and reimbursement challenges faced by healthcare providers and managed care organizations.
Jeff holds leadership roles in national and state health law organizations including the American Health Law Association, the ABA Health Law Section and the State Bar of Texas Health Law Section Council. He is a frequent speaker at national conferences and webinars, presenting on topics ranging from Medicare and Medicaid to health care reform, value-based reimbursement, network adequacy, ACA litigation and managed care disputes. Jeff began his career on Capitol Hill, working for Senator Evan Bayh and serving as a legal fellow for Representative Henry Waxman. He was previously an Associate Deputy General Counsel with the US Department of Defense.

- Served as health plan counsel on secondment and advised on Medicare Advantage and Medicare Supplement regulations and requirements
- Attorney with the U.S. Department of Health and Human Services Office of the General Counsel, Centers for Medicare & Medicaid Services Division (CMSD), Program Review Group
- Worked closely with CMS on a variety of program review matters related to the implementation of the Affordable Care Act (ACA)
- Assisted with litigation involving the ACA, such as King v. Burwell, House v. Burwell, and matters relating to the risk adjustment and risk corridors programs
- Advised the Center for Medicare and Medicaid Innovation on the development and testing of innovative health care payment and service delivery models
- Served as an Associate Deputy General Counsel in the Office of the General Counsel at the Department of Defense, where he worked on civil litigation related to the operation of the military detention facility at Guantanamo Bay, Cuba
- Jeff began his career on Capitol Hill and worked for Senator Evan Bayh and was a legal fellow for Representative Henry Waxman.
