Biography
José Luis Romo Trujano is a seasoned lawyer with a robust practice spanning corporate governance, restructuring, compliance, mergers and acquisitions, data privacy, anti-money laundering and energy transactions.
He brings more than nineteen years of experience in corporate and transactional law, including complex M&A, real estate structuring and cross-border corporate matters.
He also has experience in energy law, advising on upstream, midstream, and downstream oil and gas projects, energy regulation, infrastructure development and real estate transactions. With over a decade of experience advising global energy clients, José Luis has worked closely with national and international oil and gas companies, state-owned enterprises and regulatory authorities in Mexico. He regularly negotiates and closes high-value contracts across the energy sector and provides strategic guidance on regulatory pathways for energy project development.
Prior to joining Norton Rose Fulbright, José Luis served as an associate at a leading international law firm and as a legal consultant in the Projects and Business Legal Division of Pemex. During his tenure at Pemex, he played a key role in the implementation of Mexico’s landmark 2013 energy reforms, which fundamentally reshaped the country’s hydrocarbons and power sectors and opened the door to private investment.

- Migration of allocations (asignaciones) granted by the Ministry of Energy (Secretaría de Energía), into host government contracts pursuant to the 2013 Mexican energy reform.
- Joint and individual biddings for International Bidding Rounds called by the Mexican Hydrocarbons Commission.
- Negotiation of the "State Owned Enterprises and Designated Monopolies" and "Investment" chapters of the free trade agreement among Mexico, Canada and the U.S.A. (T-MEC)
- Project finance schemes
- Negotiation and closing of loan agreements with different banking institutions, as well as of corresponding guarantees (guaranty trust, mortgages and surety bonds).
- Negotiation and closing of international development agreement to operate restaurant franchises in an exclusive manner in Mexico, negotiation and closing of respective franchise agreements and ancillary documents.
