Biography

Charles Graham is an Associate in the Houston office, where he advises clients on complex public finance transactions. He serves as bond counsel, disclosure counsel and underwriters’ counsel to local governments and non-profit organizations, guiding them through innovative financing solutions that drive community growth and development.

His practice spans a wide array of public entities, including tax increment reinvestment zones, cities, counties, water districts, river authorities, 501(c)(3) health care entities and governmental health care entities, school districts and higher education authorities. In addition, Charles acts as general counsel to several water districts and non-profit corporations, providing strategic legal guidance on governance and compliance.

Charles’s experience covers the full spectrum of public finance, including tax-backed financings, tax increment financings, revenue financings, taxable financing and lease/purchase equipment financings. His work reflects a commitment to supporting critical infrastructure and advancing the missions of the public and non-profit sectors.
