Long Beach Civic Center and Port Headquarters PPP Project nabs top industry honors

The Long Beach Civic Center and Port Headquarters Project won the Gold Award for Best Social Infrastructure Project and the prestigious "project of projects" Grand Prix at the 2016 P3 Awards & Conference.
Norton Rose Fulbright represented Plenary Group USA Concessions Ltd. and certain affiliates, including its project company, Plenary Properties Long Beach LLC, in connection with the project. Under the terms of a project agreement with the City of Long Beach, California, and the Board of Harbor Commissions, Plenary Properties Long Beach LLC is required to design, build, finance, operate and maintain a new city hall, a new public library, new parking facilities, a revitalized park and a new headquarters for the Port of Long Beach.
According to the judges, "this project was considered a stand-out example of how a complex social P3 project can be delivered." The judges saw the project "as offering a truly exceptional application of P3 structures to achieve public good across multiple dimensions."
The project achieved many firsts, including being the first PPP project procured on a municipal level to reach financial close and being the first hybrid PPP project to include an availability payment structure and a property development component, which were also recognized by the judges as contributing to making the project truly pioneering.
The 2016 P3 Awards were held October 27, 2016, in Las Vegas.
The team, led by Mike Pikiel, included David Gillespie, Emeka Chinwuba, Daniel Shapiro, Leslie Jacomino (New York), Victor Hsu, Robert Barnes, Jonathan Guz, Jennifer Morgan (Los Angeles) and Mike Moher (Toronto).
