It is not a summary of all bills enacted by the 86th Legislature, but it is focused on special concerns: how Texas governments and nonprofit corporations build and finance facilities; how Texas governments finance operations and economic development; and how those governments govern themselves. The 86th Legislature was unique in that Governor Greg Abbott, Lt. Governor Dan Patrick, and the Speaker of the House, Dennis Bonnen collectively sought a unified agenda focusing on property tax reform and school finance reform. The two chambers collectively passed bills relating to both agenda items. This alert highlights the major bills that were passed, along with particular bills that affect our clients in our practice.
