When can a state claim immunity from legal proceedings and enforcement of a judgment in courts that are not its own? Most legal systems recognize that, at least in some circumstances, the courts are not the appropriate forum for resolving disputes involving states. In a landmark decision, issued on 31 July 2025, the German Federal Court of Justice (BGH) ruled that cheat tools that merely manipulate in-game variables in RAM - without altering the program code - do not violate software copyright under EU law.
