Biography
Kathleen P. Rubinstein is a senior health care analyst in Norton Rose Fulbright’s Houston office. She has extensive experience collaborating with organizations and stakeholders to navigate the regulatory and compliance complexities of the US healthcare system. Her focus includes Medicare and Medicaid regulation and financing, implementation of the Affordable Care Act and health care delivery reform at both federal and state levels.
As a Senior Analyst, Kathleen partners with our lawyers and clients to anticipate and respond to federal and state regulatory developments. She leads thought leadership initiatives focused on agency rulemaking and guidance, monitors significant legislative and budgetary changes and evaluates their implications for health care delivery, payment models and compliance frameworks. She produces trusted policy resources, overseeing high-impact research and complex projects. Her work includes authoring reports, articles, white papers and presentations that provide actionable insights for hospitals, health systems, academic medical centers and managed care entities.
Kathleen has been formally recognized for her excellence in teaching healthcare policy by the University of Houston Master of Public Administration Program in the Hobby School of Public Affairs. With over 20 years of experience as an adjunct faculty member, she has educated graduate and law students on the critical intersection of government, policy, law and healthcare, preparing the next generation of public leaders to navigate and shape US healthcare policy.
