Vancouver advised BC Ministry of Transportation with to all aspects of procurement

Our Vancouver office advised BC Ministry of Transportation in connection to The Broadway Subway project, a 5 km extension of the existing SkyTrain LRT system which will include elevated guideway and board tunnel. The project includes six new underground stations, with a future phase of investment that will connect rapid transit to the University of British Columbia. The request for proposal (RFP) for the project is expected to be released in Q4 of 2018 followed by an RFP in Q2 of 2019.

The Broadway Subject Project is being procured by the BC Ministry of Transportation and Infrastructure using the DBF model. We are advising Province with respect to all aspects of the procurement. Our role includes:

  • Preparing a Request for Qualifications and a Request for Proposals;
  • Drafting, negotiating and reviewing agreements, including the project agreement with the preferred proponent, and agreements with government funding partners, municipal stakeholders and utilities;
  • Providing advice regarding the evaluation of proposals and selection of a preferred proponent;

We are also jointly advising the Province and TransLink, the Metro Vancouver transit authority, on the integration of the Broadway Extension project, which will extend the line from its current terminus at VCC-Clark, northwest up to Broadway and then along Broadway to Arbutus. The estimated capital cost is in excess of C$2bn. It is expected to be built using the Design-Build-Finance model.
