Vancouver advises Capital Regional District on its Wastewater Treatment Project

Our Vancouver office is counsel to Capital Regional District (“CRD”) on all aspects of its Wastewater Treatment Project. This multi-facility C$765m project includes the McLoughlin Point wastewater treatment plant (design-build‐finance), the Hartland Landfill residuals treatment facility (design-build-finance-operate-maintain), several pump stations (design-build) as well as conveyance pipelines and other infrastructure (design‐bid‐build), all near Victoria, BC.

On March 14, 2017 the CRD and Harbour Resource Partners Limited Partnership (“HRP”) reached financial close on the McLoughlin Point wastewater treatment plant project (DBF). HRP is led by Graham Infrastructure and AECOM Canada.

On February 6, 2018, the CRD and Hartland Resource Management General Partnership (“HRMG”) reached financial close on the Hartland Landfill residuals treatment facility project (DBFOM). The partners of HRMG include Bird Capital, Maple Reinders and Synagro.

Additionally, the CRD has entered into two design-build contracts with Kenaidan Contracting (pump stations) and design-bid-build contracts with Windley Contracting (forcemains), Don Mann Excavating (forcemains), Knappett Projects (pump stations) and NAC Constructors (attenuation tank).
